What we do is to take the letterhead from our word letterhead template and make it as one image bar and insert into excel sheet and drag to cover exactly the width and height on top of your excel content to apply letterhead on top of excel sheet. With selected print area, the letter head can be printed on multi pages.
To get the letterhead image bar, following steps:

To save pdf file in image:
use adobe acrobat professional to save as jpeg image
or
use online tools to convert pdf into image

- print word letterhead as pdf file
- convert pdf file into image
- open the image in "paint" tool (the image software in windows)
- select letterhead area (like the sample on top right corner) and crop image
- save the letterhead image bar
- insert letterhead image bar in excel sheet
- adjust letterhead image size to fit the file width
- adjust margins on page setup
